They cash the public check. Then they cut the campaign check.

The most direct form of pay-for-play is also the most-documented: a business holds a contract with the State of Nevada, with Clark County, or with the City of Las Vegas, Henderson, or Reno. The same business — or its principal officers — make campaign contributions to the elected officials who voted on, oversee, or have the power to renew that contract.

Both sides of the transaction are filed in public. Neither side cross-references the other. That cross-reference is the job of detector D11 (Donor-as-State-Contractor) in our 37-pattern taxonomy.

The categories that recur

State + local government IT and consulting

Firms that hold IT contracts with NV agencies, Clark County, or the City of Las Vegas frequently appear as campaign donors to legislators or county commissioners with budget oversight of those agencies. The dollar amounts are large enough to matter, small enough not to trigger headline coverage.

Construction, paving, and infrastructure

Las Vegas Paving Corp, Aggregate Industries, Sletten Construction, and others are documented donors to NV state legislators and Clark County commissioners. They are also routine bidders on RTC (Regional Transportation Commission) projects, NDOT contracts, and county capital programs.

Healthcare and Medicaid managed-care

The Nevada Medicaid managed-care program is administered by a handful of contracted health insurers. Those same insurers, and their parent corporations, are documented donors to legislators with health-committee assignments — including the Assembly Health and Human Services Committee, currently chaired by Tracy Brown-May.

Foster care and family services contractors

NV's child-welfare contracts go to a small set of provider organizations. Disclosures from those organizations and their executives appear in legislator campaign-finance reports across multiple cycles.

Gaming-machine manufacturers and casino vendors

Casinos themselves are the obvious story. Less obvious: the slot-machine manufacturers, the gaming-systems integrators, the surveillance vendors. Each is a contracted supplier with state regulatory exposure. Each is a documented donor.

Utilities and energy

NV Energy, Southwest Gas, and renewable-energy developers — all rate-regulated entities under the Public Utilities Commission of Nevada — are documented donors to legislators on Commerce and Labor committees, where utility-regulation bills originate.

What "vendor donor" looks like in practice

The mechanic is rarely a single $10,000 check on the same day as a contract award. The mechanic is:

The ratio is the math. Detector D5 (Contribution-to-Access Ratio) in our pattern taxonomy is exactly this: the ratio of campaign dollars to the public-dollar value of the relationship.

The recusal gap

NRS 281A.420 requires public officers to disclose conflicts and to abstain from voting when a private commitment "would be materially affected." Disclosure is performed. Abstention is rare. The statute provides essentially no enforcement mechanism beyond ethics-commission complaints, which are slow, voluntary, and largely toothless.
